FUNDING OPPORTUNITY—SECOND ROUND:  LABOR TRAFFICKING
The Los Angeles County Unity Coalition (LACUC) and Captive Daughters are proud to announce a second funding opportunity for coalition members and prospective members to provide outreach efforts to men, women and children who may be victims of domestic and international labor trafficking. The purpose of this opportunity is to increase awareness about human trafficking in Los Angeles County, and to increase the number of human trafficking victims identified. This award is up to $15,000.  Of the total number of proposals received, up to two proposals may be selected.  Please note, this is a contract for outreach and not victim services.   Under a Health and Human Services contract, through the Unity Coalition of Southern California and Bilateral Safety Corridor Coalition (BSCC), Captive Daughters will provide the following solicitation of funding:

ELIGIBILITY:
This sub contract is available for non profit agencies that have experience with human trafficking, community outreach and victim identification and have an annual budget of under $300,000 dedicated to human trafficking activities. The budget limitation does not include portions of the budget related to administrative expenses or non trafficking services. 

All applicant organizations must work in Los Angeles County, and either have experience in human trafficking—or if none, demonstrate a unique niche in the community that addresses high potential of identifying human trafficking victims of labor trafficking, and can be quickly trained in human trafficking issues.  Areas of interest include key ethnic/cultural communities (e.g., Latino, African-American, African, Vietnamese, Asian communities etc); faith-based organizations with community outreach programs; universities/colleges that address women’s issues or vulnerable populations; organizations that deal with at-risk youth or runaways; outreach to the business, human services or legal communities; communities in any of the 86 cities of Los Angeles County etc.  

Proposal Guidelines:

    • Organizations must have 501(C)3 status.
    • Organizations must have an established board of directors.  The agency will present a current list of board of directors/officers, including name, affiliation, and role on the board (eg, President, Treasurer, Member, etc.)
    • If the agency earns less than $25,000 per year the agency will present 3 letters of recommendation along with the description of activities, and a 990.
    • If the agency earns above $25,000 per year, the agency must present a yearly audit and a letter of recommendation.
    • Awards will only be granted to organizations (not to individuals) and may be made to non profit agencies.

    • Applicants must demonstrate knowledge of conducting outreach to marginalized populations.
    • Must demonstrate knowledge of human trafficking as it may occur in all areas of business and community life.
    • Must participate in the LACUC monthly meetings, and submit information to be included in the roster of agencies participating in LACUC.
    • Applications that include new and innovative methods of doing outreach will be highly regarded.
    • Projects that focus on populations at high risk for human trafficking will be given priority consideration.
    • Funding is not provided for hotel, airfare, personal meals, or equipment purchase of $1,000 or more. 

 

FORMAT:
The entire proposal must not exceed six pages in length, excluding budget, proof of 501[c]3, list of board of directors, financial audit/990, and letters of recommendation.  The problem statement section should address the applicant’s knowledge of Los Angeles County and Human Trafficking.

Proposals should be organized in the following format:
1) Organizational History
2) Case Statement
3) Project Description/Action Plan
4) Goals & Objectives
5) Benchmarks & Outcomes
6) Budget & Budget Narrative
7) Required Attachments

 

REPORTING REQUIREMENTS:
Reports must be submitted each month to Captive Daughters. A sample of the monthly report in Microsoft Word and Excel are available upon request.  Awardees are required to submit monthly reports and are subject to contract monitor oversight.

DEADLINES/TIMELINES:
Proposals must be received no later than 3:00 pm Saturday, April 5, 2008 at the address listed below.   Awardees may expect implementation to begin the week of May 1, 2008.   All projects must be completed by September 28, 2008.

In order to insure a transparent process, an impartial reviewer will review and score all submitted applications.

ABOUT RESCUE & RESTORE CAMPAIGN, and the UNITY COALITION:
The “Rescue and Restore” Unity Coalition of Southern California is working to rescue victims of human trafficking, and restore their lives, dignity and hope.  The Unity Coalition links the human trafficking coalitions of three counties:  San Diego, Orange and Los Angeles, into one “umbrella” Unity Coalition.  This work is part of a regional outreach campaign spearheaded by the Bilateral Safety Corridor Coalition (BSCC), based in San Diego County.  In October 2006, BSCC won a contract with US Department of Health & Human Services (HHS) under its national “Rescue & Restore” outreach campaign—this Unity contract links the outreach efforts of the three counties’ coalitions.  Each coalition is comprised of 20-60 government agencies; nongovernmental organizations (NGOs); and law enforcement to work together to best address human trafficking in Southern California.
